Celtic (pronounced with a 'K') art is one of the most ancient arts to be found in Britain. It originated mostly in the North, Scotland and surroundings, and can be seen at its zenith in works such as the highly decorated Book of Kells and the Lindisfarne Gospel, etc. It is also seen carved on stones and crosses. It is typified by the under and over patterns.

Maybe the best knot design software but expensive for a program you might only want to play with (the others here are all free!). Shareware £50 ($85)! However, it does give you 21 runs before it cuts out and demands money - probably enough?
